This six-week poll suggested that most non-EU foreigners living and working in Italy are either still awaiting their work documents or have given up on getting them. A smaller percentage succeded in obtaining permits.

Romano Prodi's Union of leftist parties narrowly edged Berlusconi's center-right coalition. The poll deadlock mirrored the national vote, which gave each side slightly more than 49 percent of the vote. Berlusconi finally conceded in early May.
